Yeah I get a lot of dust there too. I use the cheap electric screen cleaner wipes from dollar tree to clean the lenses and the front screen. They work very well and I get to keep my phone nice and clean (well as clean as it can as someone who works in a metal factory).
WebDust is generally only visible when it's in focus and that close to the lens it won't be, so shouldn't affect the quality of images/video. Not sure if Apple will covert it under warranty - unlike iPhones, iPad is not advertised as being dust resistant and I've heard of iPhones.
